Competitive dialogue for the TIR Centre: be part of its transformation

Participate in our competitive dialogue and become a key player in the transformation of the TIR Centre, a strategic logistics site just a stone's throw from the centre of Brussels.

The Port would like to find a private partner for this transformation project. With five buildings (four with four stories), over 115,000 m² of storage facilities and 11,767 m² of office space, the TIR Centre provides the unique potential to create a modern, sustainable logistics hub, integrated into the city and optimising mobility and the circular economy.

As the site owner and manager, the Port of Brussels is looking to select private partners capable of designing, financing, building and operating this ambitious project. This is a three-step procedure that begins with a selection phase to identify candidates with the necessary technical and economic capabilities. To this end, a selection guide has been produced and published on e-procurement. After selection comes a dialogue phase during which technical, financial and legal solutions are defined together through themed sessions. Finally, there is an award phase, where the selected participants submit their final tenders based on the final specifications.

Update – August 2026

The Port of Brussels has set out the framework for the competitive dialogue for the redevelopment of the TIR Centre.

The model now preferred for the project is that of a works concession: the private partner will be responsible for the renovation and operation of the site and shall assume the risk related to this operation.

The selection criteria have also been adapted in order to allow a broader range of economic actors to participate in the procedure. Developers or investors that do not themselves have the required recognition may, in particular, rely on the capacities of a partner that holds such recognition.

The compensation mechanism for candidates participating in the dialogue has also been adjusted to better reflect the stage at which they cease to participate in the procedure.

The updated selection guide contains all the amendments and details of the procedure.
